Walang Pagsisisi sa Simula – The First Three Weeks

This post continues after the first episode that came out a week after May 10, 2010. It will now be nearly three weeks after Pres Noynoy Aquino formally took office. Prior to that it is presumed that a transition plan was being executed. At the rate things are turning out – it seems that there wasn’t even one from the start.

Thus far, we have had a very amusing week starting off with the:

1. Rumor of Boy Abunda as DOT Secretary. 8O

2. Binay’s eager-beaver to be DILG Secretary. :mrgreen:

3. Roxas filing electoral fraud protest against Binay (numbers for Roxas were skewed but not for Binay – quite interesting turnout for SWS – correct on Aquino, wrong on Roxas). :roll: -

The Politics

(Manila Standard) As pointed out by the supporters of Roxas, the SWS survey which showed Binay tied up with their vice presidential candidate was conducted before Roxas obtained the backing of Pastor Apollo Quiboloy’s Kingdom of Jesus Christ which claims to have a six million strong membership. More importantly, he also got the endorsement of the influential Iglesia ni Cristo religious sect whose members have proven to vote as a bloc and could easily bring in three to four million votes for the national candidate their support. – SO NO – The SWS survey is kinda questionable.

The Science

The margin of error is a statistic expressing the amount of random sampling error in a survey’s results. The larger the margin of error, the less faith one should have that the poll’s reported results are close to the “true” figures; that is, the figures for the whole population.

Statistical tie” and “statistical dead heat” are sometimes used to describe reported percentages that differ by less than a margin of error, but these terms can be misleading

For one thing, the margin of error as generally calculated is applicable to an individual percentage and not the difference between percentages, so the difference between two percentage estimates may not be statistically significant even when they differ by more than the reported margin of error. The survey results also often provide strong information even when there is not a statistically significant difference.

When comparing percentages, it can accordingly be useful to consider the probability that one percentage is higher than another

In simple situations, this probability can be derived with 1) the standard error calculation introduced earlier, 2) the formula for the variance of the difference of two random variables, and 3) an assumption that if anyone does not choose Binay they will choose Roxas, and vice versa; they are perfectly negatively correlated. This may not be a tenable assumption when there are more than two possible poll responses. For more complex survey designs, different formulas for calculating the standard error of difference must be used.

5. Botched memo. Firing employees on day one – without preparing for the sudden cessation of public services due to such termination. Memo was revoked and re-issued. Make up your mind, assuming you have one. :roll:

6. Appointing a religious person into a secular position – apparently the memo on church and state separation will come out in 2017 – just like distribution of Hacienda Luisita to farmers. :?

7. Brother Armin Altamirano Luistro FSC, Padre Damaso act with the media. :?

8. Media training for Aquino’s team. Trained in what exactly? – to sound more like Arroyo. Yup Noynoy is all about change – he is changing into another Arroyo – ArroQuino. :twisted:

9. On the upside CHR Chair De Lima (Great choice of CHR by Arroyo by the way!!!!) was appointed DOJ Secretary. The downside - More activists are dead in less than 3 weeks – and we thought Arroyo was bad – and all Arroyo appointees are “bad” and “evil” :oops:

10. Basyang leaves 23 dead, 77 missing and all Aquino can do is blame PAGASA. Maybe if you and your fellow Pork Barrel reciepients bothered to use your pork barrel on pag-asa – you can have saved lives. But no – you just have to have the pork barrel – oink. :evil:

11. Had a pentecostal revival/variety show – a “Presidential inaugural” (an oxymoron in this case) with sesame street big bird mascots.

12. On the upside – Maynilad reduced the water rate. The downside – rates were reduced not because of improved efficiency but because of the P0.19 per cubic meter decrease in its foreign currency differential adjustment (FCDA) resulting from the strong performance of the peso. :oops:

13. Meralco rates up again - Power firm blames IPPs for increase. It’s the usual blaming gain – but no real solutions. What foreign investor in his right mind will invest in Philippine utilities if he cannot own more than 40% of the equity – are you out of your freaking mind? Not more than 40% - Operation and management of public utilities (Art. XII, Sec. 11 of the Constitution; Sec. 16 of C.A. 146)

Thank the 1987 Aquino Constitution – Meralco can keep on blaming the IPPs.

Here’s a mind experiment. Based on the Constitution – IPP – Foreign is only 40%, 60% is Filipino. For the foreign counterpart to make a profit on its 40% the rates have to be increased to reach their desired revenue goals. In the process of increasing the 40% – the 60% also increases – and the cost is passed on to the consumer.

All this talk of privatization – but with the same inefficient Filipino companies cornering the deal – will WORSEN the cost of electricity. This will become really dire under a peak oil scenario in 2015. Foreigner investors should be allowed to have shares higher than 40% – up to 55%. We need to have the option of regulating the flow of FDI through legislation NOT as a permanent fixture in the Constitution.

of course, the issue of national security can be raised – seriously, the way our current Filipino electric utilities are producing electricity – IS A THREAT TO NATIONAL SECURITY – THERE’S NO ELECTRICITY GARDEMMIT. :evil:

14. Given this state of affairs, people are saying give him some slack. Hello – the job starts on Day 1, not Day 100. You asked for the job, get to work, stop the moronic excuses. :!:

15. Aquino hires a media team – and starts spouting - “I am not Superman”. You ought to have said that during the campaign – you gave gullible people that impression – you broke it, you own it. Managing expectations starts during the campaign not when you have won because you come off as a bogus and a fraud – a switik!

16. Noynoy needs to be reminded about doubtful statistics and the deficit. A change from PhP 290B to PhP 325B is an 11% increase in the deficit! How can you reign in deficit with an 11% increase in the budget? Purisima further declares “a percentage of GDP, the deficit was expected to be 3.9 percent, level with 2009″, the GDP in 2009 was actually 3.5% of GDP – if Purisima says 2010′s 3.9% of GDP is level with 2009′s 3.5% of GDP – am I missing something or what, please educate me, I will thank you. :mrgreen:

17. During the campaign Aquino promised “From government policies influenced by well-connected private interests? to a leadership that executes all the laws of the land with impartiality and decisiveness”. Turns out – to an Aquino government whose cabinet comes from well-connected corporate interests. 8O Susmaryosep – kung pinocchio ang mga ito – ang hahaba ng ng mga ilong!! :lol:

Actions Taken 07/01/2010: “Romulo’s appointment seems to be based on his support for Aquino during the campaign. His track record however shows he did not uphold national interests while in the DFA,” he added. Reyes is also concerned with the appointments of Finance Secretary Cesar Purisima, a proponent of the expanded value-added tax law in 2005 and was listed a big contributor to the Aquino campaign; Tourism Secretary Alberto Lim who is with the Makati Business Club; Energy Secretary Jose Rene Almendras, a former president of the Ayala-owned Manila Water; and Transportation and Communication secretary Jose “Ping” de Jesus, former president and chief operating officer of electricity distributor Meralco. “As with the Aquino election campaign, the Aquino cabinet has many ties to big business. Let us see how these ties will weigh in on the decisions of the next administration,” Reyes said. 8O

18. Of course, who can not fail notice Kris Aquino and the dysfunctional state of the Philippines family law – opting for the moronic Catholic-inspired annullment instead of divorce. There are only two countries (excl the Vatican) which don’t have divorce -Malta and the Philippines – believe you me, I am not surprised – it’s the effin Philippines what else is new. :roll:

19. A toothless tiger (more of a white elephant actually) called the Truth Commission is being proposed.

“It is unnecessary for them to form such commission because it will only lengthen the proceedings. This has nothing to do with the credibility of Davide but more a practical aspect. If we want to put closure to the issues, then file it with the Department of Justice and the Ombudsman. We have these government agencies already. Lalo pa siguro lalabo ang kwento kung meron pang truth commission,” former Senator Aquilino Pimentel Jr. told reporters at the weekly Balitaan sa Rembrandt Hotel in Quezon City. I may not agree with Pimentel’s politics of opportunism but I do agree with his legal mind.

Then sensing that their cases have questionable evidence on Arroyo – they resort to maligning Gutierrez, the Ombudsman. What kind of government is this? It cannot even follow its own laws, that it itself created. If Aquino’s team has a problem with Gutierrez, impeach her under the rules laid down by the Constitution – which Noynoy’s mom had crafted.

If you want the rule of law to reassert itself – follow it – the process might be tough – but its the law! When we resort to this mob machinations, we go on a slippery slope – unbecoming of a country that aspires to be a first country by 2020, never mind that its former classmates South Korea , Singapore, Indonesia, and Malaysia are already knocking on the door of first world status at the beginning of the millenium.

Don’t govern the Philippines like a hacendero. This ain’t Tarlac anymore, Dorothy.

20. Then there’s that wellspring of corruption – the pork barrel. Noynoy isn’t giving up the pork barrel - he’s just having it managed by PMS.

This past three weeks really doesn’t give one the sense that Aquino knows what he is doing. I said it BEFORE the election – and I’ll say it again now.

Dig In – it’s going to be a long six years. You got what you voted for – put up with it.

I didn’t vote for Aquino – am not putting up with his crap – didn’t put up with it before he got elected, and now – there’s more BS – I should put up with it because he’s the President? WTF?

Compromise – when competence is compromised with stupidity we get a Tarlacized version of the Philippines. We had the chance to have a Subic-ized version – and blew it.

Six years of schaudenfreude – PRICELESS! :twisted:

Having said that – what can we do?

Only one thing – save ourselves - if the Aquino government wants to implode let it.

Don’t let that take the focus out of your path to personal success. With more reason you should be focused on your personal affairs because the Philippine government is a useless piece of appendage – more so now that an oligarch kid is in power and is enamored with his toys – see, he can fire people or just make them resign like General Bangit.

You can compete in the global market – after all there’s more to outsourcing than meets the eye and of course, you can break the myth of “Filipinos can’t compete” – whether you are in the Philippines or abroad – despite of the Philippine government. But be forewarned so you are forearmed with the landmines that the oligarch has planted – regulations that skew the constitution in its favor.

Be the ubermann – break from the Filipino herd.

    I’m a realist myself that’s why I read AP rather than the mainstream media who are all sucking up to Penoy. As you said, you have met people who believe he is the one. It truly is difficult to deal with people who seem to have been brainwashed. I can fully relate to this because all my siblings have the same “ÿellow mentality”. When I am with them, I try my absolute best to sound as if I am neutral to Penoy when in fact I still do not believe in him that he can turn this country around. It’s just sad that my family voted for him and believes in him like he is some kind of a saviour, It just makes me sick. What makes it worse for me, is that even the people in my workplace believe this crap.

    6 years is a very long time indeed. 1st one hundred days pa lang, I still cannot force myself to trust and believe this guy. Heaven help this country!

    That is exactly what we are doing here, we are blogging positive ideas for reform: support the passage of FOIA, support constitutional revision, end the culture of pork barrel and patronage politics, what else, let me just say Phil Manila, that we are quite issue-oriented here. I am personally resigned to a mediocre presidency and I will not be surprised if anything catastrophic will happen without N/A’s attention. The Filipino public seem to be in sync with N/A, they are fatalists after all, and this is not being negative, this is being realistic and factual, so, their expectations of what the N/A presidency can achieve are very low. It means they are pretty satisfied with whatever the N/A leadership brings. Let’s see about the crabby media how long it will toe the yellow emotional line.

    As to the first two, well, you don’t need to advertise any good deeds you do, most Filipinos are already carrying a lot of the burden of supporting everyone with loser lives, since there is no social safety net in the country. I for one, despite my Nietzchian tendencies have proven to be a true Filipino patriot, sending thousands of dollars every month just to fill in the inadequacies of our socio-political system. Am I advertising here, hell, now, this is a given for any Filipino living abroad, if we want to keep ties with the beloved country.

    It’s going to be a long 6 years indeed. Has anyone noticed that there’s not much news coming from Malacanang over the past 3 weeks, compared to GMA’s time? Talk about hitting the ground running, this administration must be crawling like turtles with nothing much to report on their first 3 weeks on the job.

    And the only news we have today of Noynoy is for the past three weekends, the President has not scheduled any official function on weekends but spending his time doing firearm shooting practices. To think that there is a long list of urgent things that needs to be done in the Philippines and here we have a President who thinks that the Presidency is a regular 9am-5pm, 40 hours a week job. What a wanker!

    Stupidity coupled with the stubbornness to allow our constitution to adapt to the new requirements of the modern times is a sure fire formula to keep the PI mired at the cellar.

    We should realize that the 86 consti was written based in the prevailing sentiments at that time. That makes many of it’s provisions as impractical and counter productive.

    It also limits our competitiveness in the global arena.

    Term limit must go. Election every three years must be changed to every six years or so due to practical reasons.

    Centralized government must give way to federal parliamentary.

    Unless we start shaping up, we will continue to slid down the economic ladder.

    Six years of another medicore Aquino rule definitely doesn’t show any promise of positive change.

    I see a lot of comments saying how incompetent our new president is. But right now, what can we really do, eh? Are your comments really going to help our current situation?     That’s what I’m trying to get – ideas.

    No matter how small or big, as long as it solves an issue, people will collaborate and give constructive inputs on the solutions until we find the best solutions. I believe that good ideas will naturally float to the top.

    I’m not good in politics or social sciences, but in computer science, Linus’ law states that “given enough eyeballs, all bugs are shallow”. And I believe this to be somehow applicable to governance, including other open-source philosophies as well.

    At the very core, I just want our government to include us in policy making where experts and commoners can share information. No representatives in between, no lobbyists. Government interacts directly to people.

    If we really want to inform people then we need to get them involved. If we really want the people to make better decisions the we need to empower them. If we want them to choose better leaders then they need to know if their leaders are listening.

    With a tool similar to this, we can build stronger relationships, lots of ideas, and hopefully, a more informed public.

    Therefore we need to address what the hell is causing all these garbage choices.

    There are multiple time-lines involved:

    Short-term: Address the Issues/topics – head on by blogging on the topic – and let the free market of ideas come into play

    Medium-term: Build a critical mass of critical thinkers and opinion leaders – who can help spread the message

    Long-Term: Promote more critical thinking through:

    1) blogs
    2) formal and informal education
    3) media channels with programs that counter the culture of medicority
    4) support a candidate who perform and deliver – like Gordon – by raising funds domestically and globally
    5) Support mobilizations for charter change
    6) Support, promote, implement <Government 2.0

    Agenda-wise: It’s all low hanging fruit – there’s a lot of inefficiencies – pick a government agency – you can right=size it, optimize the processes, trim the fat.

    The thing is – we need to prioritize – the strategic thinkers in Aquino’s team need to address the strategic issues (economy/food security/energy security, etc), the administrative team can address right-sizing of government

    Thus far, people are too busy on wangwang, Kris Aquino, innuendoes about Gutierrez… susginoo, and we are supposed to be happy with that… Hate to be a party pooper – now ain’t the time to be partying and fiddling. Not when the Philippines is burning.

It’s just that I strongly believe that pinoys, especially, the students are getting wiser. And we need to get this wisdom from them and that what’s done is done and perhaps maybe we could give some help to our leaders.

    @: I know how effed up it was! I even made a lot of enemies because of it. It’s just the negative aura that I get from reading some of the comments. I also want to suggest that maybe we could get some posts in AP on how to patch up what has already been done, instead of just pointing out the negatives. Lessons learned, yes, but its not really finished yet, is it? There’s still some hope.

    you are correct – the students are getting wiser – and so is a lot of people – because of the Internet – it is an equalizer. Previously, certain information was available to the oligarchs and their minions only. someone who had information can be killed and the incriminating information gone forever. with the Internet -it’s not that easy anymore.

    certainly, there are topics which can be written for students – assuming of course, they are willing to read with an open and critical mind. but assuming it were so… since you have a good feel of the studentry – cue us in – and we can work together.

    one thing I learned from the left – the studentry is still the best venue for discussing new ideas – and bringing it to the mainstream. the students are also less encumbered with the need to make a living – so they can really devote some time to discussing, refining, improving, and ultimately mobilizing themselves in an organized fashion (lobbying, letter-writing, get out the vote, blogging, public speaking, community service, voter education, citizen watchdog) – methods which are more productive than another emo-laden rally in the streets (been there-done that-the very 1st welgang bayan in the country – Davao City, Biazon was still a Marine Colonel – the “good old days” with Rocky Balili, Jun Cadigal, Jojo Diosana, Nanding Torralaba (dead), Babette Prudencio(dead), Mollie Potes (dead), Salvador Mapansa (dead)” – and yes, the ones (dead) – Babette was pregnant – killed by a grenade launcher, Nanding was abducted – found dead 3 days after a command conference of the Welgang Bayan YS committee, Salvador was found in a shallow grave with a jungle bolo in his neck. up to today, their killers have yet to be bought to justice.

    we put our lives on the line for Cory – and she gave us the Hacienda Luisita Massacre – NEVER AGAIN.

    “More than the phenomenal surge of Jojo Binay, Mar Roxas may have been the bigger victim of the very people surrounding him. At a time when Mar desperately needs added allies and friends and should be positively influencing people – they’ve been transforming allies and friends into enemies and turning off people.

    They’ve been badmouthing people whom they’ve accused of stabbing Mar in the back and promoted a Noy-Bi (Noynoy Aquino-Jojo Binay) tandem. Some of these issues have already made it to media. They make it appear that if an Aquino supporter opts to support Binay, then that is treachery. That can be considered treachery only if you’re a member of the Liberal Party but if you’re not then it’s nobody’s business to tell you how to choose your vice president

    Even Aquino’s sisters were not spared and have been painted by this group as members of a cabal that’s out to dominate the inner circle of power in the Aquino administration. Actually, it is the opposite. They are the ones who are salivating to dominate the inner circle of power. Among those whom they’ve badmouthed were your Chair Wrecker, Conrad de Quiros, Tony Meloto, Boy and Maria Montelibano, Peping Cojuangco, Popoy Juico and Pastor “Boy” Saycon. Wow! Do these lightweights think that they can really take on heavyweights?

    They have the gall and the temerity to badmouth Tarlac Kingpin Peping Cojuangco even when the numbers are there staring them in the face that Roxas won in Tarlac by a margin bigger than the votes Binay got in the province. In Tarlac, Roxas got 317,843 votes versus Binay’s 129,523, a margin of 188,320. Had Peping campaigned for a Noy-Bi tandem, Binay would have easily gotten double his votes in the province.

    These were the very people who tried to surround and dominate Noynoy Aquino and were the ones running the campaign like amateurs when Aquino’s ratings plunged from a high of 60% to a low of 35%. The timely entry of veterans, notably the media team headed by Maria Montelibano, arrested the plunge and helped steer Noynoy to victory.

    Are we surprised that Mar’s ratings also suffered a similar crash? Unfortunately for Mar, it was too late to reverse the downward spiral and arrest the upward trend of Binay. Also, instead of having a team like that of Maria Montelibano to arrest his slide — Mar fell victim to the advice of those in his camp who pushed him to antagonize Maria, the very person who could have helped him.

    Others tend to label this group as The Hyatt 10, the ten members of the Gloria Macapagal Arroyo (GMA) regime who announced their resignations at the Hyatt Hotel after the 2004 election fraud scandal erupted. That is an unfair label. It is true that members of The Hyatt 10 are part of these hate mongers but there are good persons in The Hyatt
    10, like my friend Butch Abad, who are not part of this negativism.

    Noynoy Aquino should be wary of these people who already almost derailed his candidacy and have now brought down Mar Roxas. Judging by the numbers, Noy will be dealing with superior opposition numbers in both the Senate and the House of Representatives. The last thing Noy needs are people with a talent for creating enemies and turning off people.”

    THE inauguration of Benigno “Noynoy” Aquino as the Philippines’ new president on June 30th looked less like a ceremony of state than the climax of a revolution. Huge crowds, many of them dressed in yellow, chanting “Noynoy! Noynoy!”, packed Manila’s main park to hear Mr Aquino take his oath. It recalled the people-power revolution of 1986 when Mr Aquino’s mother, Corazon “Cory” Aquino, became president with the help of yellow-clad crowds, chanting “Cory! Cory!”

    Filipinos revered Mrs Aquino because she toppled a corrupt dictator, Ferdinand Marcos, and restored democracy. The assassination of her husband, Benigno “Ninoy” Aquino, Marcos’s chief opponent, led eventually to the dictator’s downfall. “My parents sought nothing less and died for nothing less than democracy, peace and prosperity,” said Mr Aquino in an inauguration speech frequently punctuated by cheers and applause from the crowd. Mrs Aquino’s death last year let loose a wave of nostalgic popular sentiment which swept her son (an otherwise unremarkable senator) to victory in the presidential election held in May.

    The echoes of 1986 were intentional. Mr Aquino has portrayed himself as the deliverer of the Philippines from what he regards as the corrupt regime of the outgoing president, Gloria Macapagal Arroyo. “If there’s no corruption, there’s no poverty,” was his campaign slogan. In his inauguration speech, Mr Aquino promised “the end of a leadership that has long been insensitive to the suffering of the people”.

    The similarities, however, were superficial. Unlike his mother, Mr Aquino was elected in an indisputable election, and he took office in an orderly handover of power, all according to the constitution.

    Mrs Arroyo was no dictator, although many of her opponents said she would have liked to have been one. Her administration was, however, beset by accusations, which she denies, of corruption—not least that she won the 2004 presidential election by cheating.

    Just as his mother set up a commission to try to recoup the fabulous fortune amassed by Mr Marcos, Mr Aquino is setting up a “truth commission” to investigate corruption during Mrs Arroyo’s nine years in office. The precedent of his mother’s commission is not encouraging, but he expects results, stridently warning “those who are talking about reconciliation” that past corruption cannot simply be forgotten, because “there can be no reconciliation without justice.”

    Mr Aquino’s mother also failed to solve the many other problems that bedevil the country. They include, in the economy, sluggish growth, widespread poverty and rapid population growth. The political culture remains fractious and often violent. Communist and Muslim separatist insurgencies persist, and the security forces are often abusive and sometimes mutinous.

    Solutions to these problems also eluded Mrs Arroyo. Now Mr Aquino has six years in office to confront them. However, despite the pseudo-revolutionary fervour of his inauguration, he has come up with little, in his speech then or elsewhere, that smacks of revolutionary solutions.

    Filipinos have been disappointed before. Mrs Arroyo first took power in 2001 in a genuine people-power uprising, that succeeded in booting out another prodigiously corrupt president, Joseph Estrada. And yet the opinion polls suggest that Mrs Arroyo went on to become the most unpopular president since Marcos.

    Wrong statement. Noynoy should say, “I am not an Aquino!” In the the Philippines, the house of Aquino carries more weight than the house of El. If you remember the buildup prior to May, the way the Aquino name was promoted during the elections, you would’ve thought Ninoy and Cory can be used in exorcisms and anting antings. Heck, look at Kris. Even with STD and failed relationships, she’s still a sought-after Pinay.

    If our baby president gets tired of playing with his baby steering wheel and realizes that he won’t be cute forever, he’ll see the error of his ways.

    Anywyay, I’d love to be optimistic for a change. I think there’s some yellow ganja in Manila.

    for the final poll, binay was actually leading with the point estimate — but its still a “statistical tie” [see (3) below]

    3) the interpretation of statistical margin of error is important. the idea by kevin drum is true: what we want is to answer the question “is the difference between binay and roxas>0?” to answer that, we need a formula for the standard error of the difference. what is the formula? it depends on the value of the correlation… the standard error will be smaller the LARGER THE NEGATIVE CORRELATION. Perfect Negative correlation here means if binay gets 1% more votes, roxas gets 1% lower votes.

    now, the point is simply this: if the difference is less than the sum of the errors, then we CANNOT SAY WITH 100% CERTAINTY that one is leading the other. We can say probability statements (i.e. binay is likely to win, in this case), but NOT with 100% certainty.

    this “less than 100% certainty” issue is mitigated by negative correlation. but is helped by negative correlation.

    also note that it is DIFFICULT to know what the correlation is, EVEN WITH ONLY 2 CANDIDATES. even with two candidates, perfect negative correlation is possible ONLY IF turnout is constant.

    if there are more than 2 candidates, correlation becomes even more dicey.

    THUS, the reason why it is frequently assumed that there is ZERO CORRELATION is due to being conservative. its a MUCH TOUGHER STATISTICAL TEST if the its harder to pass it.

    so a higher error is often the one cited, for the sake of being conservative.

YOU MISS THE POINT.

    2. True – Binay was leading in the point estimate – but still making it a “statistical tie” – did the media include the caveat? NO – They were too busy manufacturing a TREND. Drum’s point is still TRUE.

    3 – Which brings it BACK to the ORIGINAL POINT – You miss the forest for the TREES – This situation – Roxas and Binay is just one of those :lol:

    Then, Memo Circular No. 1. And then No. 1 (Revised).

    I actually had a scowl when I was told about No. 1 (Revised). I was seriously looking to my first real vacation since working with and/or for government starting from 2000.

    But wait! There’s more!

    During this Monday’s flag ceremony at the Palace, I overheard that one of the offices of the OP (sorry, I forgot which one; I think it was the “household” staff) was SUDDENLY GIVEN THE AXE. As in, walang pasintabi, no advance notice to vacate their office on this coming date and please make sure all accountables are accounted for. They were told that their services were terminated starting July 15.

    I also overheard that they’re still thinking whether or not to pay the salaries of the co-terminus staff, especially the ones whose offices technically ceased to exist when Gloria left Malacañang, but we HAD TO REPORT TO WORK because of that revised (what word did Lacierda use again? Make it more efficient?) Memo Circular.

    Please understand that some offices in the OP – like ours, in Political Coalition Affairs – had our ENTIRE INVENTORY OF EQUIPMENT moved out of the office even before June 30. Hell, they took away my office PC sometime after June 15. Thank God may table and chair pa ko, hahahaha.

    I also heard an issue about the release of authorization for the use of government funds since, apparently, di pa aayos yung signatories with the Landbank. That happens, salaries and payables of and by government WILL get delayed.

    I was thinking… he (Noynoy) already knew, not more than a week after the closing of precincts last May 10, that he was going to be President. There was even that Transition Team, right?

    So what the F, pardon my abridged French, were they doing? Why is the Aquino Regime V. 2.0 (and not necessarily better, it seems) NOT READY to take over?

    Say what you will about Obama, to whom Noynoy has been compared by his cultists, but Barack began working almost immediately after getting elected, months before he even took his oath. He was at least prepared with the basic infrastructure of his administration the minute his predecessor left.

    Eh etong si P-Noy?
